Exempt Procurements

What is an exempt procurement?
An exempt procurement is one that is exempt from normal procurement procedures (i.e. competitive solicitation) as deemed by the State Procurement Policy Board. Obtaining quotations is not required for qualified procurements. Source selection is at the discretion of the department.

What are the exempt procurements?
A list of the exempt procurements can be found in APM Section A8.220. See pages 16 - 19.

How do I note an exempt procurement?
The following statement should be noted in the description section of the requisition:

"Exempt purchase, pursuant to APM Section A8.220, Exemption No. ___ (cite applicable exemption number)."

What if the purchase exceeds $2,500.00?
Departments shall complete a Cost or Price Reasonableness Form to justify how the cost is fair and reasonable.
