Competitive Solicitations/Request for Quotations

What is competitive solicitation?
Competitive solicitation is the procurement process the University and other state/government entities
utilize to obtain goods/services. Essentially, the process involves obtaining quotations from at least
three vendors and selecting the lowest, qualified bidder. All procurements in excess of $2,500.00 shall be
processed by some means of competitive solicitation, unless otherwise documented.
How do I obtain quotations?
Depending on the source of funding, departments should proceed as follows:
G, S, R Funds
For General (1xxxxx), Tuition/Special (2xxxxx), and Research Training and Revolving (3xxxxx) procurements
greater than $2,500.00, the use of the SuperQUOTE system to obtain quotations is mandated, unless otherwise
noted. Please see the section on SuperQUOTE for more information.
P, F Funds
For Private (4xxxxx) and Federal (6xxxxx) procurements greater than $2,500.00, departments should utilize
the RCUH
Request for Quotation Form. The form should be completed by the department. The completed form should
then be faxed or emailed to at least three qualified vendors.
How many quotations do I need?
Generally, for procurements in excess of $2,500.00, departments shall obtain at least three quotations.
Certain procurements may require a different amount of quotations.
Are verbal quotations permissible?
For General (1xxxxx), Tuition/Special (2xxxxx), and Research Training and Revolving (3xxxxx) procurements
less than $2,500.00, verbal quotations are permissible, but not required. Verbal quotations may be documented
on the UH Record of Verbal
Quotations Form.
For Private (4xxxxx) and Federal (6xxxxx) procurements less than $15,000.00, verbal quotations are permissible.
Verbal quotations shall be documented on the
RCUH Record of Verbal
Quotations Form.
